The Cultus and the Wagon R are the same class and PKR 500 apart. Almost everyone should take the Cultus. Here is the honest breakdown.
Over a full day with a driver waiting, PKR 500 is less than one hour of overtime. If you are unsure, take the Cultus.

How much is a Suzuki Cultus per day in Lahore?
PKR 4,500 for a 12 hour duty day with a driver, delivered free to your address. Fuel is at cost and a PKR 500 driver allowance applies on a full day.
Cultus or Wagon R?
Cultus, in most cases, for PKR 500. It has a usable boot, it sits better at speed, and it is the more comfortable car for a full day. Take the Wagon R if the streets are genuinely narrow or if the PKR 500 matters.
Can it do an airport run?
For two people with normal luggage, easily. For four people with four suitcases, take the BR-V. Airport transfers are a fixed fare rather than a day rate.
Is the Cultus automatic?
Ours is manual. If you need an automatic, the Corolla GLi, Yaris and Honda City are all automatic at PKR 5,500.
