Is Tax Included in Lahore Car Rental Prices?
What the Punjab schedule actually says about rent a car, what operators actually do, and why an 18 per cent surprise at the end of a hire is not illegal but is entirely avoidable.

Rent a car sits under tariff heading 9819.3000 in the Punjab Revenue Authority schedule, and at least one Lahore operator publicly instructs customers to add 16 per cent service tax and 2 per cent income tax to every advertised rate.

The rule
What the Punjab schedule says
Renting a car with a driver is a service, not a sale of goods, so it sits with the province rather than the federal board. The Punjab Revenue Authority lists it in its Second Schedule of taxable services.

The practice
Why the same rate can mean two different bills
Reading every published page of 17 Lahore operators in August 2026, we found exactly one that told a customer what tax does to their bill. It did so in a terms page, in a single sentence, which said in effect: add 16 per cent service tax and 2 per cent income tax to all prices and rates mentioned on the website.
That is a disclosed policy, and it is defensible. What makes it a trap is its placement. It appears on a page a booking customer never reaches, while the rate pages, the vehicle pages and the homepage carry bare figures with no asterisk. A customer who compares that firm's PKR 6,000 sedan against a PKR 6,500 sedan elsewhere is comparing PKR 7,080 against PKR 6,500 and does not know it.

The extra PKR 3,240 is not a scam. It was published. It was simply published somewhere the decision was not being made.

We quote you a number. That number already accounts for any tax that applies to the hire. Nothing is added to it at the end, and there is no line on our bill labelled tax that you did not see before the car arrived.
- Fuel is added at cost on a hire inside Lahore, because it depends on how far you drive. It is fuel, at the pump price, not a fuel charge.
- Parking and the Ring Road toll are added at cost for the same reason. Motorway tolls on out of city routes are already inside the route fare.
- The driver allowance is quoted with the booking, so it is part of the figure you agreed rather than something raised on the day.
- Nothing else is added. No tax line, no service charge, no delivery fee, no deposit, no documentation charge.
The question to ask any operator
Not is tax included, which invites a yes. Ask instead: is the number you have just given me the number I will pay for this booking, and if not, what else goes on it and how much. A complete answer takes one sentence. An incomplete one takes several.

Is GST charged on car rental in Lahore?
Rent a car is a service, so it falls under Punjab sales tax on services rather than federal GST on goods. The Punjab Revenue Authority lists it under tariff heading 9819.3000. Whether an operator charges it to you visibly, invisibly, or not at all varies, which is why the question is worth asking before you book.
What is the tax rate on rent a car in Punjab?
The Punjab Revenue Authority Second Schedule shows 16 per cent as the standard rate for services under 9819.3000. Tax practitioner guides widely describe a reduced 8 per cent rate for services supplied to end consumers, but we could not confirm that split on the PRA schedule itself, so we do not state it as fact.
Will I be asked for tax at the end of my rental?
Not by us. The figure quoted on WhatsApp before the car is dispatched is the figure you settle, with fuel and any tolls added at cost and nothing else. If another operator has not told you whether tax is inside or outside, assume outside and ask.
Can I get a tax invoice for a company claim?
Ask when you book and we will issue an invoice with the booking, the vehicle, the dates and the total. Tell us the company name and any reference you need on it before the hire rather than afterwards.
